Below is the text of a letter in response to my September 27, 1999 PUBLIC RECORDS ACT REQUEST seeking the mailing list used for a highly questionable taxpayer funded PR mailing done under a $250,000.00 contract with Bay Relations. The purpose of the request was to ascertain whether the PR mailing was targeted to likely voters, as appears to be the case.

This letter is in response to your September 27, 1999 public records request.
The San Mateo County Community College District does not have a mailing list in any form that was used in the mailing of the two brochures referenced in your letter. Bay Relations does not have a mailing list in any form that was used in the mailing of the two brochures referenced in your letter.
In addition, such a list is exempt from disclosure under Government Code Section 6254(k), which protects trade secrets from disclosure (Evidence Code Section 1060).
